A+ is composed of two organizations: The A+ Education Foundation and A+ Coalition for Better Education. The A+ Education Foundation is dedicated to the pursuit of excellence in public education in Alabama at the K-12 level. It studies all aspects of public education in Alabama and is involved in hands-on efforts to work with and for schools, school systems and individual educators committed to excellence in education. Several task forces are in place to spur effective educational reform. A+: The Coalition for Better Education is a grassroots, citizen-based advocacy organization dedicated to working for comprehensive education reform in Alabama. The A+ Coalition was established seven years ago by a diverse group of Alabama citizens committed to bringing about educational excellence in our state. There is now a base of thousands of members across the state that champion education reform. (Contributions to A+, on advice of counsel, may be deductible as a business expense.)

The Alabama Association of Regional Councils is composed of twelve regional councils. The regional councils provide services to local governments, such as securing grant and loan assistance for community projects and services. The range of services for funding goes beyond writing a grant application. In many cases, tasks include: Advising local governments on the type of project to undertake, providing information on the current availability of funds, providing statistical data, and managing compliance reporting. Regional councils routinely prepare applications for submission to the Appalachian Regional Commission; State of Alabama Community Development Block Grant Program; Economic Development Administration; Department of Housing and Urban Development; USDA- Rural Development; Environmental Protection Agency; and the Small Business Administration.

The Department of Revenue administers several tax incentives available for existing industries, expanding industries, and new industries locating to Alabama. The variety of tax incentives available in Alabama contributes to the state's attractiveness for business investment. Alabama tax incentives are created and administered under the Alabama Constitution of 1901 and the Code of Alabama 1975. The statutory basis for Alabama tax incentives gives industry a stable framework for long-term investment. Administration of the tax incentives for the Department of Revenue is centralized in the Office of Economic Development, which is within the Revenue Commissioner's Office. This provides "one-stop shopping" for the taxpayer and ensures equitable treatment to all industries.

The Alabama International Trade Center (AITC), based at The University of Alabama, is a leading center for international trade research, education, and training in the state for existing industries. Its mission is to increase the level of international trade activity throughout Alabama, fostering the development and expansion of the state’s economy. The AITC is an original “Forestry TEAM” member. AITC specializes in serving small and medium sized companies and working one-on-one to help firms sell and compete in foreign markets. The Center also supports state and local agencies by initiating joint trade projects, researching state industries, and targeting foreign countries. The Alabama Planning Institute serves the municipalities and counties of Alabama, providing training and professional development programs in the broad area of planning and urban development. The Institute was established in the mid-1980’s as a collaborative effort of the Alabama League of Municipalities and the Alabama Chapter of the American Planning Association. In 2001 its 21 seminars and workshops offered at numerous locations across the state served more than 750 planning commission members of boards of adjustment, council persons, mayors, local and regional planning staff and others. The Institute is administered by the University of North Alabama on behalf of the two co-sponsors.

The Rural Alabama Health Alliance (RAHA) is an organization comprised of four rural West Alabama communities: Bibb, Fayette, Greene, and Pickens Counties and Family HealthCare of Alabama, a community health center corporation with locations in nine counties. These communities came together in 1990 in response to their concern over the continuing health care crisis that exists in rural Alabama. Family HealthCare of Alabama of Eutaw, Alabama, and the statewide Alabama Family Practice Rural Health Board have been awarded a grant of $286,917 from the Robert Wood Johnson Foundation through the Southern Rural Access Program. This 18-month grant began in early 1999 and marks the beginning of the initial three-year phase of a long-term effort by RWJF that has focused on improving access to health care in underserved rural areas including Alabama and seven other southeastern states. The first phase will be used as a planning period to develop strategies and specific plans to address issues crucial to the development of an efficient and effective rural community healthcare infrastructure. Alabama’s proposal calls for the establishment of separate committees to oversee the planning of each of the program’s five components: a) development of a health professional education program that will focus on the recruitment of rural students into health professions, and the creation of a rural health leaders “pipeline” of academically prepared professionals; b) development of a centralized health professional clearinghouse and a standardized recruitment and retention plan for Alabama’s underserved communities; c) creation of health care networks that will focus on cost efficiency and enhanced patient care services and referral systems; d) development of a revolving loan fund to provide working capital for the establishment of new primary care facilities and/or the renovation of existing facilities and other health care infrastructure improvement projects; e) exploration of community development approaches that will mobilize rural communities and their resources to improve health care and the overall quality of life of their residents.

The mission of The Nature Conservancy is to preserve plants, animals and natural communities that represent the diversity of life on Earth by protecting the lands and waters they need to survive. Alabama's natural heritage is second to none; our state is ranked by scientists as the fourth most biologically significant state in the nation. Yet it is the second most extinction prone state, behind only Hawaii. The Nature Conservancy has already protected over 101,000 acres in Alabama. It owns 14 preserves in the state, and has completed 27 projects with corporations, government and private partners. The Nature Conservancy of Alabama, a field office of The Nature Conservancy, opened in 1989, employs a professional staff and is overseen by a volunteer Board of Trustees.

TAHEC has been a major resource in recruiting health professionals for many years and offers several initiatives to encourage students to pursue careers in the health professions. A special focus is placed on addressing the importance of achieving cultural diversity in the health care workforce by attracting students from minority, disadvantaged and under-represented populations. TAHEC offers enrichment opportunities, which are targeted, to students from elementary through college years including those in health professions training programs. Activities are provided through partnerships including the Central Alabama Veterans Health Care System in Tuskegee and many other community agencies. Examples of activities for participants include informational seminars by health care providers, health career fairs, field trips to health care facilities, course offerings in math and science, computer skills development, and preceptorship placements among others.

The office of the Environmental Assessment in Environmental Accountability Division has responsibilities for the three major program areas. Through USDA Rural Development a variety of federal loan and grant programs are available for community development and business growth and expansion in rural areas. USDA Rural Development in Alabama invests approximately $120 million yearly for housing and community and economic development projects throughout rural Alabama. The mission of USDA Rural Development is to enhance the ability of rural communities to develop, to grow, and to improve their quality of life by investing financial and technical resources in areas of greatest need through activities of greatest potential. The purpose of the USDA Rural Development Business and Industry Guaranteed Loan program is to increase employment and improve the economic and environmental climate of rural communities by guaranteeing quality loans made by private lenders in areas outside the boundary of a city of 50,000 or more in population. The maximum aggregate B&I Guaranteed Loan amount is $25 million. Other USDA Rural Development loan and grant programs related to business development include Rural Business Enterprise Grants, Rural Business Opportunity Grants, the Rural Economic Development Loan and Grant Program, and the Intermediary Relending Program. USDA Rural Development's Community Facilities program provides loans, loan guarantees and grants to public bodies and nonprofits to build or improve essential public use facilities in areas or towns of not more than 20,000 population. USDA Rural Development's water and wastewater loan and grant program is available to rural areas and towns with less than 10,000 population for the construction of a new system or for improvements and extensions to existing systems
